Extortion scam at building site

“I am an architect in charge of a rehabilitation project in an upmarket area in the city of ***. A minor works sub-contractor was hired to perform repair works. This individual left the site when he completed his contracted work. Soon after he approached the owners and demanded R3,000,000 or he would call the building inspector to stop the works … When the owners refused he called a building inspector who instantly issued a stop order WITHOUT setting foot on the property or inspecting the works. We, as the architects, responded by informing Building Control that the order to stop work had been illegally issued and clearly formed part of an extortion scam.

My wife telephoned me because she had no cash. I said that she must insist on an official form, a receipt and the names of the two officials.
